In 2020, the City of Elk Grove completed one of the most important civil development projects in the City’s history: District 56.

District 56 was a 56-acre parcel two blocks south of Elk Grove Boulevard, the City’s retail thoroughfare. Surrounded by single-family and multi-family residential areas and located less than a mile from Highway 99, District 56 was designed to become the epicenter of Elk Grove residents’ health and recreation. The park featured an aquatic center with three swimming pools, including an Olympic-size (50-meter) pool and high-rise diving platforms. At completion, District 56 would also include a senior center, community center, library, and performing arts center.

Directly across the street, the City owned another 20-acre property deemed “Project Elevate”. Inspired by the organic businesses and walkable lifestyle of Midtown, Sacramento, the City of Elk Grove sought to create a high-density living environment that would complement District 56 and provide an array of food and entertainment amenities for City residents.

Fresh off the success of Dust Bowl, Scott Kingston arranged a meeting between his team at Turton Commercial and Elk Grove’s City Manager and Economic Developer. In 2021, Turton Commercial was retained as exclusive advisor to broker the sale and advise on the development of Project Elevate.

Today, the City has signed an Exclusive Negotiating Agreement with CenterCal to develop over 400 units of housing, 90,000 SF of retail, and a four-star hotel on the 20-acre site.
