This article gives an overview of projects in Midtown Sacramento in various stages of development. It’s part of our Redefining the Core coverage, which features projects in the works, proposed or completed in the central city. While proposed or in the works projects appear likely, it’s possible not every project will make it to the completion phase.
IN THE WORKS
Channel 24
Developer: SKK Developments
Description: Construction of a 42,700-square-foot live entertainment venue. It will have a capacity of 2,150 with a general admission floor and reserved seats in a tiered balcony. It also will have a VIP area, multiple bars serving food and beverages, and an open-air patio. Another Planet Entertainment, the promotional company that will be operating the venue, will have an office at the site. The project does not have parking but will be located on a light-rail line.
Location: 1800 24th St.
Cost: About $12.5 million.
Status: Construction started in 2023 and is expected to be completed in early 2025.
Jefferson Block
Developer: Cresleigh Homes
Description: Adaptive reuse and new development of a 1.18-acre site that houses the former Thomas Jefferson Elementary School. The 21,300-square-foot school, built in 1923, is being converted into office and commercial uses. It will be flanked by an eight-story residential building with 108 market-rate apartments on one end and seven townhomes on the other.
Location: 1619 N St.
Cost: Not disclosed. Cresleigh Homes acquired the site in 2017 in a land swap with the Sacramento City Unified School District.
Status: Entitlements and design plans have been approved. Interior and exterior demolition has been completed. Vertical construction is expected to begin in late 2024.
Studio 30
Developer: Urban Capital LLC
Description: Construction of a three-story project with 20 studio apartments and 10 one-bedroom lofts, including a live/work unit. Features will include tall ceilings, large windows, balconies and patios. A majority of the units will be income restricted to those with 80% of the area median income.
Location: 500 16th St.
Cost: $7.5 million. The property is owned by UC 16E LLC, an entity affiliated with Urban Capital, which purchased the property in June 2022 from SKK Developments.
Status: Project received entitlements in the third quarter 2022 and started construction in August 2023. It is scheduled to be completed in the third quarter of 2024.
Historic Alley Apartments
Developer: Bhandal Construction Inc.
Description: Construction of a 12-unit apartment complex on empty lots facing an alley. The project will have two six-plex buildings, each with three stories.
Location: 2828 and 2830 Historic Alley, at the southwest corner of the alley and 29th Street
Cost: Not disclosed
Status: Construction is underway and estimated to be completed in December 2024.
E Street Condos
Developer: Bhandal Construction
Description: Construction of a three-story, 12,377-square-foot building with nine condominiums.
Location: 1523 E St.
Cost: Not disclosed
Status: Construction is underway and should be completed by January 2025.
2201 J St.
Developer: Jeff Howes, former owner of Tower Brewing, owns the building.
Description: Renovation of a former dry cleaning building into a multi-tenant building. The 5,142-square-foot building will remain intact but much of its facade will be replaced. Improvements will include a new patio facing J Street.
Location: 2201 J St.
Cost: Not disclosed
Status: Project plans and design have been approved. Construction is underway.
Winn Park Center
Developer: City of Sacramento
Description: Renovation of a long-vacant 3,290-square-foot building in Winn Park. The former fire department communications building dates to 1937. Renovations include expanding the center and adding an elevator and stairways to the second floor. The city agreed in January 2023 to lease the building to the Latino Center of Art & Culture for 10 years at a monthly rate of $1,600. LCAC will provide art, cultural and other programs and events for the public.
Location: 1616 28th St., in a park bordered by 27th, 28th, P and Q streets
Cost: In 2020, the city spent about $1.5 million in Measure U funds to turn the building into a cold shell for future tenants. The state allocated another $1 million in 2022 to support tenant improvements for LCAC.
Status: Renovation is underway and expected to be completed in late 2024 or early 2025.
PROPOSED
Juno Mixed Use
Developer: SKK Developments
Description: Construction of a seven-story mixed-use building with 198 market-rate apartments on levels four through seven. The first floor would have 40,000 square feet of retail space. There would be 253 parking stalls in the basement and on the second floor. Amenities would include an interior courtyard and pool, fitness center, bike storage and meeting space.
Location: 1601-1617 J St.
Cost: Estimated at $130 million
Status: Entitlements were approved in May 2022. Building permits were approved in December 2023. The project is shovel-ready; a timetable for construction has not been announced.
Alfa
Developer: SKK Developments
Description: Construction of a seven-story, 34,768-square-foot apartment building. It would have 24 market-rate apartments above 3,000 square feet of commercial/retail space.
Location: 1116 18th St., on the southwest corner of 18th Street and Kayak Alley
Cost: Estimated at $20 million
Status: Entitlements have been procured, and financing is pending. A timeline for construction is still being determined. Once construction starts, the project would take about 14 months to complete.
Sacramento Bee Redevelopment
Developer: Shopoff Realty Investments
Description: Construction of 60 single-family homes and 62 townhomes on the site of the former Sacramento Bee plant. The single-family homes would be three stories tall, with private outdoor space. The townhomes would be grouped in eight buildings with seven to nine units in each. The buildings would be three stories tall with balconies and ground-floor patios. An earlier proposal submitted in 2023 called for 538 apartments.
Location: 2100 Q. St.
Cost: Not disclosed. Shopoff Realty brought the entire Bee plant in a sale-leaseback deal for $56.75 million in 2017. It has sold off outlying parcels for other developments.
Status: A preliminary application for the revised single-family home/townhome project was submitted in mid-April 2024. That replaced earlier applications submitted in 2023.
Sacramento Bee Townhomes
Developer: Shopoff Realty Investments
Description: Construction of eight attached townhome buildings with a total of 48 units. Every building would have six three-story units, each with three bedrooms and a standard two-car garage. There would be an additional 41 surface parking spots for guests. The project site is a former employee parking lot just south of the former main Sacramento Bee building.
Location: 1801 21st St.
Cost: Not disclosed. Shopoff Realty brought the entire Bee plant in a sale-leaseback deal for $56.75 million in 2017.
Status: A preliminary application was filed in June 2023, followed by an entitlement application in December 2023. Design plans were approved in March 2024.
The Grace
Developer: Urban Capital LLC
Description: Construction of a three-story building with 41 apartments, 1,700 square feet of ground-floor restaurant space, and a 600-square-foot patio. The top two floors would have one-bedroom lofts while the ground floor would have studio units. At least 20% of the residential units would be income restricted to residents with 80% of the area median income.
Location: 628 15th St.
Cost: $11.5 million. Urban Capital bought the property in June 2022 for $1 million from SKK Developments.
Status: Urban Capital received entitlements in June 2023, and permits are under review. Construction is expected to start in the fourth quarter 2024 and be completed in 14 months.
Newton Booth
Developer: HK3 Development
Description: Construction of a four-story, 30,000-square-foot project with 38 market-rate apartments and 5,000 square feet of ground-floor retail. Amenities would include patios, parking, bike and exercise rooms, an outdoor shared kitchen and dining area and a dog run. A one-story building on the site would be demolished.
Location: 2800 S St.

Status: Application was approved in August 2020. Construction is expected to start in June 2024.
The Harris
Developer: Bardis & Miry Development
Description: Adaptive reuse of a two-story office building into 66 apartments
Location: 1725 23rd St.
Cost: Not disclosed. Developers bought the site in 2019 for $7.82 million.
Status: A preliminary application was filed in January 2024 under Senate Bill 330, which allows developers to lock in current fees and regulations before submitting a more detailed project application by July 17, 2024.
Marshall School
Developer: Bardis & Miry Development
Description: Adaptive reuse of a long-vacant school building into 36 apartments. Plans also call for the construction of 10 duplexes with a total of 20 units. The duplexes would be on the 27th and 28th street sides of the property. The school, which is more than 20 years old, has an historic designation.
Location: 2718 G St.
Cost: Not disclosed. Bardis Homes and Mogavero Homes bought the 1.18-acre-site for $1.47 million in December 2022 from the Sacramento City Unified School District.
Status: Developers filed a preliminary application in January 2024 under Senate Bill 330, which allows them to lock in current fees and regulations before submitting a more detailed project application by July 17, 2024.
2415 K St.
Developer: Bardis & Miry Development
Description: Construction of a project combining residential and commercial uses. The property currently has a single-story office building with 6,450 square feet. Schematic plans have been developed but not finalized.
Location: 2415 K St.
Cost: Not determined. Developer purchased the property in March 2022 for $1.7 million.
Status: Predevelopment is underway; there’s no formal plan yet for the property.
2101 J Mixed Use
Developer: 2101 J St. Partners LLC
Description: Construction of a five-story project with 40 apartments and 1,200 square feet of ground-floor retail. The now-vacant House of Fashion Bridal Salon at the site would be demolished to make way for the new building.
Location: 2101 J St.
Cost: Not disclosed. The developer purchased the property in January 2022 for $2.5 million.
Status: City approved the project in January 2023. There’s no start date yet for construction. Once started, construction would take about 22 months to complete.
1701 K St. Hotel
Developer: Application filed by HRGA. Property owner is listed as 1701 K St. LLC, with an address in Wilton
Description: Construction of a six-story hotel with 154 rooms. Guest amenities would include a fitness center, breakfast area, meeting rooms and a bar. The shuttered CVS Pharmacy on the site would be demolished.
Location: 1701 K St.
Cost: Not disclosed. Earlier in 2023, the city estimated that it would cost $25 million to build a hotel of a similar size at the site.
Status: Application was filed in November 2023.
Gateway at Q
Developer: Carlile Gateway, an entity composed of Gateway Development Co., DBRE Consulting, and Carlile Investments
Description: Construction of a residential project that would target workforce housing. Several options are being explored. An earlier proposal called for the construction of 246 market-rate apartments in a six-story building but is being revamped due to the current interest rate and liquidity environment.
Location: 1629 21st St., 2111 and 2123 Q St.
Cost: Not determined. Developers purchased the land, which was part of the former Sacramento Bee campus, in November 2022 for $4.7 million.
Status: Project received entitlements in August 2022. A redesign is in the works, and developers are aiming to receive entitlements within the next six months.
T20 Lofts
Developer: BlackPine Communities
Description: Construction of two three-story apartments buildings with a total of 36 units, each with a private garage. An existing one-story office building on the site would be demolished.
Location: 1924 T and 1925 U streets
Cost: $10 million
Status: Project is in the final planning stages. Site development is expected to start in the second quarter 2024, followed by home construction beginning in the third quarter 2024.
The Villa of E St.
Developer: Tarik Taeha
Description: Construction of 16 three-story detached homes. Each home would be 1,460 square feet with two bedrooms and rooftop decks with gardens. Designed to be environmentally friendly, the homes would all be rentals. A single-story commercial building on the site would be demolished. A 2020 proposal by Angora Investment would have converted the existing building into 10 apartments.
Location: 1517 E St.
Cost: About $9 million. Angora sold the property in January 2023 for $1.2 million to Pearl 24 Inc.
Status: Approval and review process is underway. Construction could start in 2024. Once started, the project should take 18 months to complete.
2211 F St.
Developer: Sutter Capital Group
Description: Construction of a two/three story building with 33 studios and one-bedroom apartments. Plans call for 1,000 square feet of retail, 40 auto parking stalls and bike storage. The eastern part of the site includes a 19,525-square-foot building formerly occupied by Rite Aid. The plans do not address a future use for that building.
Location: 2211 F St.
Cost: Not disclosed. Sutter Capital bought the property for $2.78 million in summer 2022, shortly after the Rite Aid closed.
Status: A preliminary application was filed in January 2024 under SB 330, which enables developers to lock in rates and regulations. A more detailed application must be filed by July 7, 2024.
Old Tavern Building Renovation
Developer: JCG Development and Hattie’s House; Sutter Health owns the building
Description: Renovation of one of Sacramento’s oldest buildings from restaurant/office space to restaurant and residential uses. The building was occupied by the now-closed Biba Restaurant and is being used as office space by Sutter Health. The basement and ground floor could be renovated for a restaurant and a “grab and go” food market. The three upper floors would be converted from office space into one-bedroom apartments to house patients and/or families of patients at Sutter Medical Center.
Location: 2801 Capitol Ave.
Cost: About $20 million to $24 million
Status: Applications are being submitted for entitlements and historic tax credits. The building would be on the National Registry of Historic Places after the process is further along. Once entitlements and funding are in place, the project would take about 18 months to complete.
One Community Health Clinic
Developer: One Community Health
Description: Adaptive reuse of an office building into a health clinic that would offer dental, perinatal and optometry services. The three-story office building, with 60,378 square feet, is across the street from the organization’s headquarters and 50,000 square-foot-campus at 1500 21st St.
Location: 1507 21st St.
Cost: Not disclosed. The health center bought the midtown building and an adjoining parking lot in 2023 for $9.5 million.
Status: Planning is underway. Construction is expected to begin in early 2025 and take two to three years to complete.
2700 J St.
Developer: Shingle Springs Band of Miwok Indians
Description: Redevelopment of a three-story, 15,000-square-foot building for a community gathering and programming space. The first floor, which has been vacant for eight years, will be transformed into a cultural center.
Location: 2700 J St.
Cost: Not determined. Four years ago, the previous owner bought the building for $4.03 million.
Status: A timeline for renovation was not disclosed.
K21
Developer: D&S Development
Description: Construction of an eight-story building with 296 apartments and 8,000 square feet of commercial use. Amenities would include a fitness center, rooftop patio and 162 parking spaces.
Location: Three parcels at the northwest corner of 21st and K streets
Cost: To be determined. In 2021, D&S acquired two of the parcels, 1020 21st St. and 2015 K St., for $3.5 million. The third parcel, at 2025 K St., also has been purchased.
Status: An application was submitted in March 2022. The project is currently on hold, and there is no timeline for construction. D&S has listed the property, with entitlements, for sale.
Tribute Building
Developer: Heller Pacific
Description: Construction of a 52,611-square-foot project with two buildings, 39 market-rate apartments and 1,230 square feet for ground-floor retail/hospitality space. It also would include 25 parking spaces. An earlier proposal called for a 60,000-square-foot building with 42 market-rate apartments.
Location: 1926 Capitol Ave.
Cost: $20 million to $25 million
Status: There’s no timetable for construction. Developer put the property on the market in August 2023 for $3.6 million. He plans to sell the property if the right price emerges or build the project if market conditions improve.
22J Apartments
Developer: Stonebridge Properties LLC, a Teichert Family Co.
Description: Construction of a seven-story mixed-use building on a lot currently used for parking. The building, with about 75,000 square feet, would contain 91 apartments — all studios and one-bedroom units — plus about 800 square feet of ground-floor retail. Plans also call for rooftop indoor and outdoor lounges, a fitness center and art gallery. Ten percent of the apartments would be dedicated for moderate affordable housing.
Location: 2130 J St.
Cost: Not disclosed. Developer purchased the .29-acre site in February 2022 from the neighboring First United Methodist Church for $1.1 million.
Status: Application was filed in March 2023 and approved in August 2023. No timetable is known for construction.
COMPLETED
The Mod at Midtown
Developer: Harc Holdings
Description: Adaptive reuse of a 41,400-square-foot Holiday Inn Express into 129 Class A apartments. Amenities include a lounge with a full kitchen, gym, storage lockers, outdoor barbecue and fire pit, bike room and 63 parking stalls. Project incorporates artistic designs unique to the neighborhood including two mural walls.
Location: 728 16th St.
Cost: About $15 million in construction costs. Harc purchased the property in August 2021 for $16 million.
Status: Construction was completed in fall 2023. Residents started moving in during December 2023.
20th Place
Developer: Cassadyne Properties LLC
Description: Construction of a five-story building with 50 market-rate apartments, including three live-work units. Amenities include balconies on upper-floor units and a large indoor/outdoor deck on the fifth floor. An existing warehouse north of the project site was converted into 31 auto parking spaces, bike parking and tenant storage space.
Location: 1925 F St. for the apartments; 512 20th St. for the parking
Cost: About $12 million. Cassadyne acquired the two sites for $3.2 million.
Status: Construction was completed in March 2024.
Trinity House Apartments
Developer: HK3 Development, Tryline Development
Description: Conversion of a six-story senior housing property into a mixed-used project with 62 studio and one-bedroom apartments above ground-floor retail. Amenities include balconies for all the apartments, coworking spaces, a gym, pickleball courts, a dog wash, bike storage and vehicle parking.
Location: 2701 Capitol Ave.
Cost: Not disclosed. Developer purchased the property in April 2022 for $7.5 million.
Status: Rehab has been completed, and tenants are moving in during April 2024.
Midtown Kitchens
Developer: Maker Kitchens
Description: Construction of a 11,200-square-foot commercial kitchen facility to house 21 individual, private kitchens approved by the health department. Tenants have access to shared walk-in cool and cold storage as well as dedicated dry storage space. Maker Kitchens’ tenants typically include wholesale food and beverage producers, caterers, meal-prep companies, bakeries, food trucks and delivery-only restaurants.
Location: 1829 22nd St.
Cost: Total project cost is about $5.7 million. That includes the $2.25 million that the developer spent to purchase the property in April 2022.
Status: Construction began in fall 2022 and was completed in November 2023. Project is about 70% leased, with the first tenants opening in April 2024. Food producers that have signed leases include Hot Italian, Tenko Omakase, Cielito Lindo Catering, Zoe Coffee & Tacos, Sacramento Catering Collective, Dosies Dulces LLC and KAVz.
