R Street Corridor Construction Projects

This article gives an overview of projects on Sacramento’s R Street Corridor in various stages of development. It’s part of our Redefining the Core coverage, which features projects in the works, proposed or completed in the central city. While proposed or in the works projects appear likely, it’s possible not every project will make it to the completion phase.


IN THE WORKS


Luella

Developer: Urban Development + Partners

Description: Construction of a four-story, 51-unit apartment complex on a half-acre parcel. The market-rate apartments will be a mix of single-level and loft-style units including studios, one-bedroom and two-bedroom layouts. It will include 22 parking spaces.

Location: 1208 Q St.

Cost: $13 million for construction. Urban Development bought the site and entitlements for what was then known as the Q Art Lofts in August 2020 for $3 million.

Status: Construction started in February 2022 and is expected to be completed in May 2024.


The Richmond

Developer: Sutter Capital Group

Description: Construction of a four-story mixed-use building with 47 market-rate apartments. There will be about 5,500 square feet of retail space on 17th Street and 3,200 square feet of office space on S Street. Amenities will include a rooftop terrace and dining area, balconies, auto and bike parking and a dog washing station.

Location: 1629 S St.

Cost: About $10 million. Sutter Capital bought the property in 2019 for $4.6 million.

Status: Construction began in November 2022 and will be completed in summer 2024.


5S

Developer: Indie Capital LLC; contractor is Order Inc.

Description: Construction of a micro-community with eight garden apartments in a 6,400-square-foot lot. The project will have one- and two-bedroom apartments and will feature a central interior courtyard and bike storage. It will be all-electric.

Location: 508 S St.

Cost: $2 million

Status: Site work is underway, and construction is expected to be completed in June 2025.


PROPOSED


905 S St.

Developer: Anthem Properties

Description: Construction of a seven-story, 227-unit apartment building with about 7,100 square feet of ground-floor retail. Five stories of wood-frame construction would be above a two-story concrete podium. Amenities would include two resident lounges, a fitness center, two interior courtyards and 96 parking spaces.

Location: 905-925 S St.

Cost: Not disclosed

Status: Entitlements were completed in December 2022; the city is reviewing the building permit application. The Beers Books store formerly on the site has been demolished. Construction is expected to start in fall 2024.


16th and T

Developer: Mutual Housing California, Capitol Area Development Authority

Description: Construction of a five-story building with 134 residential units serving low-income workforce individuals and small households. Project would contain 68 studios, 65-one bedrooms and one two-bedroom manager unit. Tenants would make 30% to 60% of the area median income. An existing auto shop at the site would be demolished.

Location: 2000 16th St.

Cost: Not determined. CADA purchased the site for $3.28 million in 2022.

Status: Entitlement application was submitted in December 2023, and reviews are underway. An application for state funding was submitted in March 2024.


Monarch

Developer: Mutual Housing California, Capitol Area Development Authority

Description: Construction of an affordable housing project with 242 units for low-income workforce households. Twenty-five percent of the units would provide preference to income-qualified artists. The project would have studio, one- and two-bedroom units. An existing warehouse on the state-owned site would be demolished.

Location: 805 R St.

Cost: About $125 million

Status: A preliminary application was submitted in December 2023 under Senate Bill 330, which enables the developers to lock in fees before submitting a more detailed application by July 26, 2024. An application for state funding was submitted in February 2024 and is pending. Depending on funding, construction could start in February 2025. The project would take about two years to complete.


16V Mixed Use

Developer: Ashria Holdings LLC in Granite Bay

Description: Construction of a three-story building with 31 residential units and about 5,6000 square-feet of ground-floor retail space. There also would be 21 parking spaces, exterior balconies on some units and a rooftop deck. An earlier version of the proposal called for a five-story building with 60 units.

Location: 2131 16th St.

Cost: Not determined. Ashria Holdings purchased the property for $1.8 million in fall 2021.

Status: Revised entitlements and design plans have been approved. Permitting is underway, and construction could start by the end of 2024. The project would take about 18 months to build.


1823 S St.

Developer: Cordano Co.

Description: Construction of a four- or five-story building with 44 residential units and 2,500 square feet of ground-floor retail. An existing office building on the site would be demolished.

Location: 1823 S St. Site also has the address of 1809 S St.

Cost: Not determined. Cordano bought the site in 2015 for $5.5 million.

Status: A preliminary application was filed in January 2024 under Senate Bill 330, which allows applicants to lock in current fees and regulations before submitting a more detailed application within six months.


1410 R St.

Developer: Cordano Co.

Description: Construction of a five-story building with 49 residential units and 2,925 square feet of ground-floor retail. There’s currently a parking lot on the site.

Location: 1410 R St.

1801 10th St.

Developer: Cordano Co.

Description: Construction of a residential building with 27 units

Ice Box

Developer: Heller Pacific Inc.

Description: Construction of a six-story building with 65 apartments above about 1,065 square feet of ground-floor retail. The project would be located on what’s now a parking lot, immediately east of the first phase of the Ice Blocks project. Amenities would include about 36 public parking spaces, a second-floor outdoor deck for all residents, and balconies for individual units.

Location: 1701 R St.

Cost: About $25 million

Status: Plans were filed in November 2021 and have been approved. There’s no timetable for construction; time frame will depend on interest rates and favorable financing.


16th and R Housing

Developer: 16 R Associates LLC (address corresponds to JB Management LP)

Description: Construction of a six-story building with 104 apartments, 4,246 square feet of commercial space and 92 parking spaces. Amenities would include a community room, outdoor terrace with barbecue areas, a workout room, rooftop deck and dog wash area.

Location: 1619 R St.

Cost: Not disclosed

Status: Project was approved in 2021; there’s no known timetable for construction.


The Ironside

Developer: Property owner is Sam A. Kanelos & BJ Trust

Description: Construction of a four-story, 22,635-square-foot building with 23 apartments just east of Old Ironsides bar. About 2,100 square feet on the ground floor would be live/work units. There would be outdoor common areas and 15 parking stalls. The property currently has single-story small commercial buildings and a neighborhood parking lot.

Location: 1008 S St.

Cost: Not disclosed. Owners bought the property in 2007 for $82,000.

Status: Project was approved in May 2022. There is no known timetable for construction.


COMPLETED


Maker

Developer: Anthem Properties

Description: Construction of an eight-story mixed-used building with 137 apartments and 8,500 square feet of retail space. Building consists of a two-level concrete parking podium, topped by six levels of residential units. Amenities include a fitness center and large outdoor deck.

Location: 1516 S St.

Cost: $42 million. Anthem purchased the property from Sutter Capital Group in July 2019 for $5.1 million.

Status: Construction was completed in January 2024. Leasing is underway.


LPAS Office

Developer: LPAS Architecture & Design

Description: Adaptive reuse of a 100-year-old building once used by Pacific Gas & Electric Co. More recently functioning as an event space and art gallery, LPAS has transformed the 11,700-square-foot site into office space for its 50 Sacramento employees. There are multiple workstations but no assigned seating. There are small conference rooms, private pods, a break room and a refurbished basement that can be used for company events.

Location: 723 S St.

Cost: Not disclosed. LPAS bought the building in 2022 for $3.2 million.

Status: LPAS moved into the new space in June 2023.
