An anomaly in the zoning, combined with the years of dormancy necessitated a Conditional Use Permit (“CUP”) from the City of Sacramento, as the salon’s use was now considered “non-conforming”. With the ownership located in New England and unfamiliar with permitting processes, Bazett helped him compile the necessary supporting documents, photos/plans, complete and submit the CUP application to city planning staff.  When a single protest arrived just prior to the hearing with the city’s planning director, Bazett and the landlord strategized their testimony and ultimately prevailed.
