Former Site Of Biba Restaurant In Midtown Sacramento Proposed For Renovation, Upper-Floor Apartment Conversion

One of the oldest buildings in Sacramento, best known in recent decades for a famous local restaurant, is being planned for major renovations and changes in the next year.

San Diego-based JCG Development is teaming with architecture firm HGA and nonprofit Hattie’s House to renovate 2801 Capitol Ave. in Midtown into new retail/restaurant space on the ground floor and basement, and from office space into apartments on three upper floors.

“It’s definitely an underutilized building that’s not being used to its highest potential,” said Jay Wentz, owner of JCG Development, of 2801 Capitol Ave., which dates to 1850. “What we’re proposing would all be for good.”
